On the 29th of September 2022 M&F Giuricich Developments attended the Matjhabeng Local Municipality Economic Development Summit on invitation from His Excellency Executive Mayor Cllr. Khalipha.
The overall theme of the summit was to promote economic development within the Matjhabeng Municipality to encourage job creation, reduce poverty and better the living standards of the population within the area through service delivery.
The summit was addressed by the following dignitaries:
• Executive Mayor of Matjhabeng Cllr. Khalipha,
• Executive Mayor of Lejweleputswa District Municipality Cllr. Ntakumbana
• MEC of Corporate Governance and Traditional Affairs Mr. Dukwana
• Deputy Minister of Employment and Labour Ms. Moloi
• Minister of Water and Sanitation Mr. Mchunu
The Executive Mayor’s office invited M&F Giuricich Developments, represented by Florian Giuricich, to address the summit about economic growth and development within the municipality:
“Thank you for this invitation to Speak at this very important Economic Development Summit in Matjhabeng Municipality.
Greetings to our Honourable Executive Mayor of Matjhabeng, Honourable Executive Mayor Ntakumbana, All Honourable Ministers, Honourable Councillors and citizens of South Africa. All protocols observed.
Our family business has been operating since 1993 undertakes property developments throughout South Africa for National Retail Tenants and International Retail Tenants.
Our family business has developed a property portfolio located throughout South Africa which we are looking to grow aggressively in the next few years. We try and see opportunity where companies are scared to look.
As we are specialists in Big Box Retail, tenants approach us with requests to open stores where they feel there are growth opportunities and where their brands are under-represented. Our company then sources appropriate sites in the areas that will work for these tenants.
When we were approached to find such a site in Matjhabeng we were very encouraged by the welcoming reception we received from Executive Mayor Councillor Khalipha. Our fruitful engagements with the Executive Mayor and his Mayoral Committee allowed us to make the development more viable for our company and the Financial Institutions that back our company.
In today’s economic climate, whilst tenants want to expand, there are many financial constraints as well as South Africa Inc. challenges that every company needs to consider that affect their final decision.
All SA companies need to contend with a sluggish economy, high interest rates, load shedding and rising utility costs. The ultimate decision by the tenant will only be positive if we as developers are cost effective and we are able to address their specific requirements.
The highlights of our R 150 million Circle Retail Development in the CBD of Matjhabeng will include:
1. A 10,000m2 retail development
2. Creation of 500 new Jobs during construction
3. 14 New Businesses will come into Welkom
4. 250 permanent jobs will be created on completion of the centre
5. Local companies will be employed for on-going management of the centre for IT, Cleaning, Security etc.
6. The local economy will also enjoy an increased spend from these 250 new employees
The requirements development companies such as ours require in order to undertake developments are:
1. A viable market
2. A Safe environment
3. Adequate Road Network
4. Constant Supply of electricity
5. Constant Supply of water
6. Adequate sewerage systems
If these 6 items are complied with, a development becomes possible. Matjhabeng is definitely trying to ensure that these things will be provided.
There are financial institutions that have said they will finance Infrastructure development for Municipalities. This would assist in Capital Raising for a well-run Municipality such as Matjhabeng Municipality. We are happy to arrange these interactions with the Council in this regard if required.
Developments are often prevented or delayed excessively that they frighten developers and tenants to such an extent that they will not commit to a project for fear of these delays. Delays are costly and make many projects non-viable.

We are in the ground! Earth works have commenced at the new Value Mart Centre which will be coming to the Showgrounds, alongside Builders Warehouse. The tenants include Food Lovers, Jonsson Workwear, West Pack Lifestyle, PetZone and Gelmar. The site is currently being cleared and prepped for dynamic compaction.
